Grotius. A renowned European writer on Inter-national Law. He was born at Delft, in Holland, in 1585. His greatest work is De Jure Pacis et Belli.
The word 'ground' in s. 96(2) should be interpreted in such a technical way which would exclude certification in circumstances where the factual and legal issues are effectively the same, R (Boran) v.
