Extraordinary traffic means the carriage of articles over a road which is so exceptional in the quality or quantity of the articles carried, or in the mode of user of the road, as substantially to increase the burden imposed by ordinary traffic on the road and to cause damage and expense beyond what is common. The road authority has power to recover expenses caused by extraordinary traffic under s. 23 of the (English) Highways and Locomotives Amendment Act, 1878, now replaced by the (English) Road Traffic Act, 1930 (20 & 21 Geo. 5, c. 43), s. 54.
