Definition

Council, an assembly of persons for the purposes of concerting measures of state or municipal policy--hence called councillors.

A municipal council, commonly called a town council, consists of the mayor, aldermen, and councillors, the councillors being elected by the ratepayers (women included), and the aldermen being elected by the councillors,the term of office of a councillor being three years, and tht of an alderman six. One-third of the councillors go out every year, and one-half of the aldermen (who always number one-third of the councillors) in every third year.
