Definition :

Commander, in relation to an aircraft means the member of the flight crew designated as commander by the operator (i.e. the person having the management of the aircraft) or, failing such a person, the person who is for the time being the pilot in command, Air Navigation Order 1989, SI 1989/2004, Art. 106(1) (UK) Halsbury's Laws of England, Vol. 2, para 1213, p. 591.
