Upgrading, upgrading of a post involves the transfer of a post from the lower grade to the higher grade and the promotion of one of the incumbents of that post to the upgraded post, Bishan Sarup Gupta v. Union of India, AIR 1972 SC 2627 (2635): (1973) 3 SCC 1: (1975) Supp SCR 491.
