Definition :
Supply, in relation to electricity, mean the sale of electricity to a licensee or consumer. [Electricity Act, 2003 (36 of 2003), s. 2(70)]

The word 'supply' used in the charging s. 3 should, receive liberal interpretation to include sale or consumption of electricity as envisaged in Entry 53 of the State List of the Constitution of India, Indian Aluminum Co. v.
