Rotational transfer, the expression 'rotational transfer' has nothing to do with the right of the incumbents to hold the posts permanently. The dictionary meaning of 'rotational' is, regular and recurring; succession in office or duties. An element of rotation must be involved in rotational transfer, P.G. Joshi v.
