Definition :

Rider, an inserted leaf or clause; an additional clause tacked to a bill passing through Parliament. Now usually applied to an additional appoint put forward by a jury in a criminal case with their verdict, as, for example, a recommendation to mercy.

An attachment to some document, such as legislative bill or an insurance policy, that amends or supple-ments the document, Black's Law Dictionary, 7th Edn., p. 1322
