Definition :

Reduction, an action for the purpose of setting aside or rendering null and void some deed, will, right, etc, Bell's Scots Law Dict.

The word 'reduction' is not necessarily confined to abolition but also includes keeping in abeyance of posts and the word certify occurring therein does not necessarily imply that a formal order is essential, K.S. Srinivasan v. Union of India, AIR 1958 SC 419: (1958) SCR 1295.
