Definition :
Ratepayer, means every person who is liable to pay any rate in respect of property entered in any valuation list. It also includes an occupier who pays a rent inclusive of rates, and any person authorised by a ratepayer to act on his behalf. Halsbury's Laws of England, 4th Edn., Vol. 39, p. 119.
