Provincial Government, means the governor is the executive head of a province and all executive acts are done in his name. This does not mean that governance of a province is vested solely in the governor, or that the expression 'government' and 'provincial government' have the same meaning and connotation, Province of Bombay v. Khushaldas S. Advani, AIR 1950 SC 222.
Means, as respects anything done before the commencement of the Constitution, the authority or person authorized at the relevant date to administer executive government in the province in question. [General Clauses Act, 1897, s. 3(47)]
