Modify, 'Modify' connoted not merely reduction but also other kinds of alteration including enlargement, Western India Theatres Ltd. v. Municipal Corporation of the City of Poona, AIR 1959 SC 586 (589): (1959) Supp 2 SCR 71. [Bombay Municipal Boronghs Act, 1925, s. 60]
The word 'modify' means, according to Oxford Dictionary, 'to limit, restrain, to assuage, to make less serve, rigorous, or decisive to tone down'. It also means partial changes in: to alter without radical transformation', Burrakur Coal Co. Ltd. v. Union of India, AIR 1961 SC 954 (962).
