..... in exercise of the powers conferred by section 20 (i)(k) of the nehu act, 1973, the university issued the ordinance called 'the north eastern hill university centres' establishment. ..... statute 14 (1) of the north eastern hill university statutes ('the statutes' of short) provides for constitution of the academic council of the university and says that the academic council shall consist of the following members, namely, (i) vice chancellor, (ii) pro-vice-chancellor, if any (iii) deans of schools, (iv) dean of students' welfare, (v) heads of departments and center of studies, (vi) librarian, (vii) principals of colleges maintained by the university, (viii) all professors, other than the heads of department and centres, to be nominated by the vice chancellor. ..... the proviso thereto further says that the executive council may, on the recommendation of the academic council, establish centers of studies to which may be assigned such teachers of the university as the executive council may consider necessary. .....

(1) every person who, immediately before the commencement of this act, is holding or discharging the duties of any post of office in connection with the affairs of the north eastern hill university in guy area which on that date falls within the state of mizoram shall be deemed to have been transferred to the services of the mizoram university on the same terms and conditions and to the same rights and privileges as to pension, gratuity, provident fund and other matters as he-would have been had under the north-eastern hill university act, 1973.......'5. ..... in view of the fact that the executive council of nehu is the highest decision making authority of the university, the criterion fixed by it for the purpose of giving promotion to the non-teaching staff has to be followed by the dpc. ..... in fact, the respondents too claim that the dpc, followed the criterion of seniority-cum-merit as had been fixed by the council, but as a matter of fact, the dpc erroneously ignored and reversed the required criterion inasmuch as it, admittedly, considered the acrs of 14 section officers including those of the petitioners together and on a comparative study or the merit of the candidates, whose acrs were so considered, the private respondents were recommended for promotion, which the executive council also in its meeting held on 18.7.1996 approved. ..... the promotion so accorded was contrary to the resolution of the executive council, which is the highest decision making authority of the university. .....

..... shri pathak, the learned senior counsel referring to the provisions incorporated in the schedule to the north eastern hills university act, 1973 submitted that statute 20 provides for constitution of selection committees for selection and appointment to the post of lecturers and as per provisions of statute 20(7)(i) the selection committee after completion of selection process appointed the writ petitioners. ..... 96/99, 5/2000 and 40/ 2000 are being disposed of as the issue to be decided in all these writ petitions centres around the question whether the writ petitioners who were appointed on ad hoc basis as lecturer in the north eastern hill university have acquired any vested right for regularisation in service.2. ..... 96/99 that the north eastern hill university, hereinafter referred to as nehu. ..... it appears that a regular selection committee for the post of lecturers shall consist of two persons who are not the teachers of the concerned college to be nominated by the executive council out of a panel of names recommended by the academic council. ..... for the post of lecturers, it is provided that, apart from minimum 55% of marks, a candidate is required to have cleared the eligibility test for lecturers to be conducted by the university grants commission, council of scientific and industrial research or similar test accredited by the university grants commission. .....

..... notification dated 8-5-2002 and corrigendum dated 10-6-2002 were issued whereby the petitioner's entire examination of 2002 was cancelled under ordinance 6 clause 4(n) of the north eastern hill university ordinances (hereinafter referred to as 'od-6') and she was also barred from appearing in any examination of 2003.2. ..... the learned single judge held that the imposition of punishment on the petitioner is an action taken under od-6(5)(b) and thus it is the executive council which is authorised under the ordinance to take action against the candidates, whereas the action has been taken on the basis of the recommendation made by the examination discipline committee treating the act of the petitioner/respondent to be falling under clause od-6 (4)(n).4. ..... ''5(b) if the executive council is satisfied that there has been copying or use of unfair means in mass scale at a particular centre(s) it may cancel the examination of the candidates concerned and order re-examinations.disqualify the candidate from appearing at such examination of the university for a period not exceeding three years, in case disqualification is to be imposed then such action may be taken on the report/recommendations of the examination discipline committee, or the executive council may take such action suo motu after giving the affected candidates reasonable opportunity of being heard. .....

..... the states shall identify ecologically sensitive areas in consultation with leading institutions like the indian council of forestry research and education, wildlife institute of india, north eastern hill university, north eastern regional institute of science and technology, leading ngos, etc ..... even though the proliferation of wood-based industries has been the main cause of degradation of forests in the north-eastern states, considering the extent of forests (64% of the geographical area) and the dependence of the local people on the forest resources in the region it is neither feasible, nor desirable, to ban completely either the timber trade or running of the wood based ..... in view of the report of the high power committee and taking into account the factors which require an order to be made by the court for disposal of the felled timber and ancillary matters which are lying in the north-eastern states, we consider it appropriate to make the following order:-1 ..... the approved plan together with the modifications, if any, shall be acted upon.21 ..... to ensure that timber/forest produce smuggled across the border may not be used as a cover for trade in illegal timber, it is directed that all such timber seized by customs/border security force should not be redeemed in favour of individuals who are smuggling it but should be confiscated and handed over to the concerned state forest department along with offenders, vehicles, tools and implements for prosecution under the relevant acts.35. .....
