This writ petition is directed against the order dated 18-5-2005 (Annexure-23), passed by the Joint Secretary, Department of Water Resources, Govt. of Bihar, whereby he has disposed of the petitioner's representation in pursuance of this Court's order on the previous writ petition, and has in substance refused to extend the time for execution of the contract in question.2. The basic facts needed for the disposal of this writ petition are not in controversy.
