The present writ appeal has been filed by the State Government and other officers of the State Government, seeking to challenge the judgment dated 25.03.2010 passed by the learned Single Judge of this Court in W.P.(C) No.5640 of 2009 and connected writ petitions filed by the All Orissa Private Secondary Training Schools Management Association, (petitioner-respondent No.1) and others. The Association in the aforesaid writ petition had sought for a direction to the opposite parties therein, to allow the students of the member-institutions of the petitioner-association, who have completed their Certified Teachers Course (in short, 'the C.T.
