A letter dated 29.7.1999 relating to the incident was received by the then Acting Chief Justice of this Court from AB (name withheld) and the letter was registered as a writ petition bearing O.J.C. No. 9654 of 1999. In the said writ petition, the State of Orissa through the Secretary to Government of Orissa, Home Department and the Orissa State Commission for Women were impleaded as opposite parties No. 1 and 2 respectively. The petitioner took a term loan of Rs. 30.00 lakhs from the Orissa State Financial Corporation (for short 'the O.S.F.C.) during the years 1986 to 19,88 and set up a re-rolling mill at Industrial Estate, Kalunga, Rourkela, District-Sundergarh in the State of Orissa for manufacture of M. S. Rods, angles and flats etc. For the said re-rolling mill, the petitioner also availed cash credit and documentary discounting facilities to the extent of Rs. 12.00 lakhs and Rs. 3.00 lakhs respectively from the Bank of Baroda, Rourkla Branch, Rourkela.
