By way of present petition, the petitioner challenges the virus of Rule 2-A(a)(iv) of Rules which are called as Maharashtra Municipal Councils, Nagar Panchayat (President Election) Rules, 1981.2. Shri Bhandari learned Counsel appearing for the petitioner submits that, by the said Rules a reservation is provided for women belonging to general category, so also a women from reserved category like the Scheduled Caste, the Scheduled Tribes, O.B.C., etc. Shri Bhandari further submits that a women form a class apart and further classification of reserved category i.e. women belonging to the Scheduled Caste, woman belonging to the Scheduled Tribe and women belonging to O.B.C. is not permissible under the constitutional scheme. The Principal, Indira Gandhi Engineering College, Koparkhairane by Addl. District Consumer Disputes Redressal Forum Thane (Forum below in short). There is delay of 149 days in filing appeal. Hence, Misc. Application No.1964/2007 is filed to condone the same. Reason given for condonation of delay is that copy of the impugned order was received by post on 21/05/2007 by the appellant/org. complainant at his native place. Per Smt. S.P .Lale, Honble Member 1. This appeal filed by original O.Ps/Maharashtra State Electricity Distribution Co. Ltd. is directed against the order dated 30/6/2008 passed by District Consumer Forum, Satara in consumer complaint no.36/2008, whereby Forum below directed O.Ps to furnish fresh bill to the complainant on average basis for the past two years only from the month in which meter was reported burnt i.e. January 2008. Forum below further directed O.Ps to make available the meter in such a manner that it can take the meter reading and O.Ps shall also furnish electricity bill to the appellant from time to time and also awarded Rs.1000/- towards cost and mental agony.
