This is a petition filed under Article 226 of the Constitution challenging the order of detention dated 19-4-1977 passed by the Secretary to the Government of Maharashtra, Home Department, under the provisions of Section 3 (1) of the Conservation of Foreign Exchange and Prevention of Smuggling Activities Act, 1974. The petitioner is a Belgium national and was found carrying diamonds on his person at the time of his search at the Bombay Airport on the morning of 22-3-1977.
