The factual backdrop is rather simple. The petitioner was nominated as the councillor of Nagar Panchayat, Dindori by order dated 30-11-1996 by the competent authority of the Local Self Government Department in exercise of power Under Section 19(1 )(b) of the M. P. Municipalities Act, 1961 (hereinafter referred to as 'the Act').
