ORDER1. These two writ petitions filed under Article 226 of the Constitution, have come up before us upon a reference made by Venkatesh J. on the ground that the petitions raise important questions of law of far-reaching consequences. It is true that the questions raised are of considerable importance and they relate to the rights of a soldier or seaman to resume the tenanted lands, and the rights of the tenants to get occupancy in respect of such lands connected with the scope of jurisdictions of the Land Tribunal and the Tahsildar under the Karnataka Land Reforms Act, 1961 (The 'Act').2. This appeal by the claimant is directed against the judgment and award dated 7th July, 1978 passed by the District Judge and Member, Motor Accidents Claims Tribunal-1, Bangalore in Miscellaneous (MVC) Case No. 99 of 1975 on his file, awarding compensation of Rupees 15, 430.03 p., along with interest and costs in favour of the injured claimant.2. It is the case of the claimant that he is a building contractor and that he earns annually not less than Rs. 16,368/-. On 26-11-1974 at about 1.30 P.M. he was going on his scooter bearing Registration No. MYB 3689 from east to west along N.S. Iyengar Street, on the left side of the road. Hanuman Transport Company, Udupi, Abbas Ali, Mangalore, respondents 3 and 4 in Writ Petitions Nos. 41706 and 41707 of 1992 and S. They were tried by that Court for offences under Sections 86 and 87 of the Karnataka Forest Act, 1963 (the Act) read with Rr. 154 and 155 of the Karnataka Forest Rules 1967 (the Rules) on the allegation that they had been found transporting in a car bearing No. MYG 1518 on 28-11-1976 at about 5 a.m., on the public road at Seegehosur near Kakkehole bridge in Somwarpet Taluk of Kodagu District some sandalwood without a permit. 2.
