His appointment is said to have been approved by the competent authority, on 19.11.1988, with retrospective effect from 2.11.1988. 2. Respondent no. 4 is said to have been appointed, also as an English teacher on 1.12.1990. It is the petitioner's grievance that Respondent no.5 has been promoted as English Lecturer, overlooking the petitioner's seniority.
