ORDER1. Pursuant to the order dated 25.1.2007, the Revenue Secretary, Government of Jharkhand has filed affidavit. For better appreciation and clarification, we would like to reproduce the entire affidavit which is as under:1. That I am at present working and posted as the Principal Secretary, Revenue and Land Reforms, Government of Jharkhand at Ranch and, as such I am well acquainted with the facts and circumstances of the instant case.2. The petitioner, asserting in negative, has prayed for quashing the result of Second Combined Civil Services Competitive (Preliminary) Examination, 2004 (hereinafter to be referred as the 'Examination') conducted by the JPSC on the ground that the result of the said Preliminary Examination has not been published according to the ratio mentioned in the syllabus. In this writ application the petitioner has prayed for a direction on the respondents to restore its electrical connection which has been disconnected on 3.1.07 after the inspection/meter reading held in its premises on that date. The petitioner has also sought for a direction on the respondents not to raise any punitive bill without giving any opportunity of hearing to the petitioner and also for quashing the inspection report/meter reading report dated 3.1.07.2.
