By this writ petition the petitioner is challenging the validity and legality of the recommendation of the State Purchase Advisory Board (in short SPAB) in its meeting held on 12.2.2013 recommending for issuing fresh tender for procurement of High Protein Soya Noodles. 2. The challenge in all the writ petitions are the orders by which the Assam Rifle authority has rejected the claim of the petitioners for re-engagement in service as Constables on the ground of being opposed to the enrolment policy.
