1. The petitioner No. 1 is a private limited company and owns the two newspapers, namely, “The Sentinel”, an English daily newspaper and “Sentinel”, a Hindi daily newspaper. The petitioner No. 2 is the Manager (F and A) of the petitioner No. 1 company. 2. According to the petitioners, both the above newspapers have wide circulation both within the north eastern region as well as out side the region. Both the newspapers are registered with the Registrar of Newspapers for India and empanelled with the Directorate of Advertising and Visual Publicity (DAVP) under the Ministry of Information and Broadcasting, Government of India. 3. At the time of filing of the writ petition, “The Sentinel” used to be published simultaneously from Guwahati, Dibrugarh, Silchar and Shillong and has distribution and advertisement offices in various places in India.
