Sudhir Kumar, Member (A): 1. The applicant of this OA has approached this Tribunal in the third round of litigation. He had earlier filed OA No.3173/2009, which came to be allowed on 19.04.2010. However, on a Review Application being filed (RA No.38/2011), the Tribunal reviewed its order on 12.05.2011, and the Tribunal then directed the applicant on 28.09.2011 to file a statutory appeal, before the Appellate Authority. The applicant filed a statutory appeal, but when the Appellate Authority did not pass any order, he filed his second OA No.1592/2012. In the meanwhile, the Appellate Authority had asked him to appear for personal hearing, because of which OA No.1592/2012 was dismissed as premature. The Appellate Authority, Honble Lt.
