The applicant, while working as Junior Scientific Officer at CFSL, Chandigarh, on his selection on direct recruitment basis, was appointed as Assistant Director (Physics) in the 3rd Respondent FSL, on 14.05.2007 (Annexure A2 colly.). 2. The 3rd Respondent - FSL, vide Annexure A-7 dated 16.03.2011, circulated a tentative interse seniority list as on 31.12.2010 of Assistant Directors of all divisions of FSL, Government of NCT of Delhi and called for objections. In the said tentative seniority list the name of the applicant was shown at Sl. No.2 and the names of the Respondents No.4 to 7, who were recruited as Assistant Directors on promotion from the feeder category of Senior Scientific Officers, were shown below the name of the applicant. It was also shown that the date of joining of the applicant in the Assistant Director grade is 14.05.2007 and that of the respondents 4 to 7 is 11.02.2009. 3.
