The applicant in this Original Application has challenged the impugned Annexure A-1 order No. F.DE-45.Misc./ VE/2009/1090 dated 17.12.2009 whereby he was informed by the third respondent, namely, Dy. Director of Education that the competent authority has terminated his part time appointment on contingent basis in the Vocational Education Branch with immediate effect. 2. The brief facts of this case are that the applicant was appointed as part time Vocational Teacher (Stenography) on 1.8.1991 and he was posted at Updesh Kaur Sarvodaya Kanya Vidyalaya, Daryapur Kalan, Delhi. According to him, he belongs to SC category and he is also physically handicapped as his left upper lob of the lung only works partially and left eight ribs are missing. Brief background of the case is as follows:- The five applicants were initially appointed as Jr. Stenographers in the pay scale of Rs.330-560/- during 1980-81 in the office of the Director, Slum and JJ Department which was then under the administrative control of Delhi Development Authority (DDA). Subsequently, the administrative control passed on to the Municipal Corporation of Delhi (MCD). Pursuant to the order of Hon’ble High Court of Delhi in W.P. No. 3940/1994 the applicants were transferred to DDA and their seniority in DDA was assigned from the dates of their joining the Slum and JJ Department.
