Ahirwal working as Medical Officer (MO) in the Municipal Corporation of Delhi (MCD), the Applicant herein, was appointed in the MCD on 19.12.1977 and got promoted to the pay scale of Rs.12000-16500 in 1991. The MCD sought report on RDA/Chargesheet/Enquiry if pending against 47 Doctors vide letter dated 30.9.1997 (Annexure P1) who were under consideration for promotion and the name of the Applicant figured at Sl. No.38. A similar report was called for by MCD vide eter dated 5.9.2000 (Annexure P2) on 17 Doctors and the name of the Applicant was at Sl. No.15. Vide Office order dated 24.9.2001 (Annexure P3), 17 Medical Officers were promoted on adhoc basis to Non Functional Selection Grade (GD) in the pay scale of Rs.14300-18300.
