ORDER (ORAL):(WRIT PETITION UNDER ARTICLE 226 OF THE CONSTITUTION OF INDIA)1. By this petition, the petitioner seeks a direction to the respondents to consider his case for reglarisation/ regular promotion on the post of Assistant Engineer (Civil) w.e.f. 31.07.2008, and further seeks to quash the order dated 14.05.2008 (Annexure P-2), whereby, minor penalty of "censure" has been imposed. The petitioner, also seeks a direction to fix the seniority of the petitioner, in accordance with the policy/guidelines of promotion, as per his seniority in the promotion list to the post of Assistant Engineer (Civil) on ad hoc basis in the order dated 12.07.2004 (Annexure P-3).2.
