1. This is the second round of litigation by the petitioner. The petitioner claims that he was studying in the 10th standard during the year 1965. It was at that time an agitation against Hindi imposition took place and he claims to be an Assistant Student Leader and that he led and participated in the anti Hindi agitation. Though there were 42 persons took part in the agitation, only 8 of them were remanded to judicial custody. The petitioner was one of them.2.The State Government subsequently came up with a proposal for grant of pension to those persons who had suffered during the agitation.
