The applicant was appointed as Postal Assistant since 18.10.1966 and was placed in TBOP scale (i.e. grade II) with effect from 31.1.1983.Since the applicant was initially appointed on 18.10.1996, he was to be promoted to BCR Postal Assistant Grade (i.e. Grade III) on completion of 26 years of service with effect from 18.10.1992 as per the BCR scheme i.e., he ought to have been considered by the DPC on 1.1.1993 and promoted thereafter. The applicant was initially appointed as Draughtsman Grade IV ect from 20.2.1964 in the scale of Rs. 110-180, promoted to grade III.Later on both the scales of pay of Draughtsman Grade III and Grade II were merged to one common scale of pay of Rs. 150-280. From 1.1.1973 on implementation of the recommendation of the III Pay Commission the scale of pay of Draughtsman in Central Government was equated to Rs. 330-560, which was further revised/equated to Rs. 1,200-2,040.
