(Telegana Area) Tenancy and Agricultural Lands Act, 1950 (for short 'the Act') is directed against the appellate order of the Joint Collector, Mahabubnagar, dated 17-4-2000 in Appeal No.F1/1 of 2000, remanding the case to the Mandal Revenue Officer with a direction to conduct a full fledged inquiry by affording reasonable opportunity to the respective parties and pass a final order within the time stipulated.2. The petitioner, a Junior Management Grade-I Officer of the SBI has been dismissed from service pursuant to disciplinary proceedings by the orders of the first respondent dated August 29, 1983. The appeal preferred by the petitioner was rejected by the Appellate Authority and the rejection of the appeal was intimated to him by orders dated July 12, 1984. The petitioner preferred a review against the confirmation of orders of dismissal. The review was also rejected by the orders dated February 10, 1987 communicated in the order dated March 5, 1987. The vexed issue of regularization of the services of the employees who are appointed under different nomenclatures like daily wage workers, casual labourers, consolidated employees, N.M.Rs. for starvation wages and continued as such for over a number of years without regularization has come to the fore again in these batch of writ petitions. The petitioners in these batch of Writ Petitions numbering more than 200 are working in different organizations under the control of the Government of Andhra Pradesh, whose existence is traceable to either statutes or executive orders issued by the Government, floated to give effect to the popular schemes to catch the vote banks, from time to time after 1975 and their existence cannot be dispensed with now.
