ORDER1. In this writ petition, the relief sought for is to grant the benefit of re-determination of compensation underSection 28A of the Land Acquisition Act on the analogy of the award passed for the similarly situated lands under the same notification.2. Mr. R. Narasimha Reddy, the learned Government Pleader strenuously contends that O.P. No. 4/76 was decided on 31-3-1981 and as such, the same has to be construed as the date of Award as contemplated under Section 3(d) of the Land Acquisition Act. If that is the only factor, I have got to accept his contention and straightway dismiss the writ petition. But, some of the claimants in O.P. No. 4/76, who were set ex parte have filed a petition under LA. No.427/88 invoking the provisions of Order 9 Rule 13 to set aside the order and the same was allowed. What the petitioner seeks in this writ petition is a direction to the respondent to implement the order of the Appellate Deputy Commissioner of Commercial Taxes, Guntur, which was passed in Appeal Nos. 64 and 66 of 1991-92, dated June 21, 1991. 2. This appeal is against the order of the Cuddapah District Forum which awarded Rs. 10,000/- towards compensation to be paid by the authorities of Law College to a student for not allowing him to sit for the examination. The complainant in the original dispute was a fourth year student of the S.B.R.T.M. Law College, Cuddapah. He was to appear for the IV B.L. examination scheduled to be held on 12th November, 1991. He paid the examination fee and the university had sent the Hall Ticket to the college. The student approached the college authorities for the hall ticket on 9th November, 1991. It was not given for the reason that some library books were due from him. On 11th November he returned all the library books which were noted against his name in the records. The case of the student was that even after he returned all the books the authorities refused to give the hall ticket and consequently he could not appear for the examination. He claimed a compe...
