ORDER1. Affairs of the private Industrial Training Institutes in this State are in a chaos. A stage has come to property regulate the functioning of these private institutions. It is said that most of the institutions are functioning under Orders of this court without permission from the authorities concerned. If there is a mushroom growth of these institutions causing jeopardy to the interests of the students entering these institutions, it should be checked forthwith. However, genuine institutions imparting vocational and technical education should be encouraged to function properly. What is required is a sympathetic understanding of the difficulties, if any, being experienced by these institutions and to devise proper remedial measures. Opportunities should be provided to these institutions to make up short falls noticed so that permanent affiliation of these institutions to the National Council for Vocational Training, New Delhi ('the National Council' for short) is assured.2.
