P. Jaganmohan Reddy, C.J. 1. These six Writ Petitions relate to admission to the medical colleges in Andhra Area. In Writ Petitions Nos. 4217, 4249, 4268, 4360 and 4956 of 1968, the question is as to the interpretation of Appendix I to Rule 3 (a) of the Rules for admission as amended by g. O. Ms. No. 1499 Health dated 28th June 1968. 2. Before we deal with the several contentions raised before us, it is necessary to set out the qualifications of each of the petitioners. 3. K. Sudhir, Petitioner in Writ Petition No. 4217 of 1968, has obtained in the P.U.C. examination 230,25 marks in operational and also obtained a 'B' Certificate in N.C.C. 4. C. Vijayasekhar, petitioner in Writ Petition No. 4249 of 1968, has obtained 182.25 marks in optional and he is also a 'B' certificate holder. ORDER1. This petition invoking the extraordinary jurisdiction of the Court under Art, 226 of the Constitution of India, is directed against the order of the Government contained in G. o. Ms. No. 445 dated 23rd February, 1965 passed in exercise of its revisional jurisdiction under Section 64-A of the Motor vehicles Act. 2. The petitioner herein is the respondent No. 2 and one of the unsuccessful applicants before the Regional Transport Authority, Visakhapatnam, which by its order dated 23-12-1961 granted a stage carriage permit on route Koada to Visakahpatnam, to respondent NO. 2 herein. The petitioner preferred an appeal before the appellate authority which, by its order dated 16-7-1964, allowed the appeal and granted permit in his favour. In this batch of writ petitions the petitioners who are all dealers in hides and skins and are registered both under the Andhra Pradesh General Sales Tax Act, 1957 (hereinafter called the State Act) and the Central Sales Tax Act of 1956 (hereinafter called the Central Act), challenge the assessments made or proposed to be made on the petitioners under the State Act and also seek directions for considering their applications for refund of the sales tax levied under the State Act. As the facts and questions of law raised are common in all the writ petitions, it is sufficient to refer to the facts in one of the writ petitions.
