.....to acquire, hold and dispose of property and to contract, and may by the said name sue and be sued. 2 [(1A) Save as otherwise provided under this Act and the rules made thereunder, the exercise of all powers and discharge of all functions under this Act, including general superintendence, direction and management of day-to-day affairs of the Commission, shall vest in the Commission.]; 1 [(2) The Commission shall consist of the following members appointed by the Central Government, namely:- (a) six non-official members 3 [having specialised knowledge and not less than ten years of experience of khadi or village industries] and representing such six geographical zones of the country, as may be prescribed; 4 [(b) four non-official members of whom each member shall be from the following disciplines, namely:--- (i) one member having expert knowledge and experience in Science and Technology; (ii) one member having expert knowledge and experience in Marketing; (iii) one member having expert knowledge and experience in Rural Development; and (iv) one member having expert knowledge and experience in Technical Education and Training] 2 [(ba) the Chairman of the State.....

.....Audit Report before each House of the State Legislature. The necessary provision in that behalf has been deleted from section 23 of the principal Act. Section 25 of the principal Act provides for the maintenance of proper accounts and other relevant records including the profit and loss accounts and balance sheet and their audit. Often suggestions had been made on the floor of the House to present the audited accounts and the Audit Report thereon before each House of the State Legislature. Section 25 has therefore been amended accordingly to provide for presentation of the audited accounts and the Audit Report thereon before each House of the State Legislature.- vide Statement of Objects and Reasons.- Mah. 37 of 1975. .....otherwise, from the under-right holders. They had under them many under-right holders, with varying rights in the land, and not all of these were actual cultivators. After 1947, all intermediary rights in land were abolished according to National Policy on land tenure. Some of the inam tenures were also characterised by separation of ownership from cultivation. In other cases, the inamdars were enjoying the lands rent free (i.e., revenue free) or on concessional or fixed rents. All these systems became redundant after political developments of 1947, therefore abolished subsequently. Inam Tenures.- Besides above tenures, other categories of tenures were prevalent known as Inam tenures. "Inam" means a gift, from a ruler to a subject. Traditionally the superior political authority made gifts or 'inams', mainly land to be held rent free and in perpetuity or for the duration of the rulers pleasure. Some inams considered of only State assessed revenue from specified hands; and some others only of a regular cash payment. Categories of Inams.- (1) Political Inams.- Saranjams and other types. .....cash allowance or other annual payment of money (not being the rent of land resumed under clause (b) of Section 12 of the Bombay Hereditary Offices Act, 1874 Bombay Act III of 1874), or a like provision under any existing law relating to village offices) made by the State Government to the holder under the existing law relating to village offices: Provided that where the land granted or continued in respect or annexed to a village office is not less than three acres in extent, the sum payable shall be three times the amount specified in this clause: Provided further that in determining the amount of annual cash allowance or other annual payment of money made by the State Government under this clause, the enhancement in such allowance or money ordered.-- (i) in the Mysore Area, excluding the Bellary District, by G.O. Title: Re--grant of Land Resumed Under Section 4 to the Holder of the Village Office

.....shall primarily be liable to pay land revenue to the State Government from the appointed date in accordance with the provisions of the Code and the rules and orders made thereunder; and all the provisions of the Code and the rules and orders relating to unalienated land or ryotwari land shall, subject to the provisions of this Act, apply to the said land: Provided that in respect of land which was not assigned under an existing law relating to the village office as the remuneration of the village office, an occupancy price equal to the amount of the full assessment of such land in the case of holders of inferior village offices and three times such amount in the case of holders of other village offices, shall be paid by or on behalf of the holder for its re--grant. (2) If there is a failure to pay the occupancy price under sub--section (1) within the prescribed period and in the prescribed manner, the holder shall be deemed to be unauthorisedly occupying the land and shall be liable to be summarily evicted therefrom by the Deputy Commissioner in accordance with the provisions of the Code. Karnataka] Village Offices Abolition Act, 1961 Section 4

Title: Abolition of Village Offices Together with Incidents Thereof

Notwithstanding anything in any usage, custom, settlement, grant, agreement, sanad, or in any decree or order of a Court, or in an existing law relating to village offices, with effect on and from the appointed date,-- (1) all village offices shall be and are hereby abolished; (2) all incidents (including the right to hold office and the emoluments attached thereto, the right to levy customary fees or prequisites in money or in kind and the liability to render service) appertaining to the said village offices shall be and are hereby extinguished; (3) subject to the provisions of section 5, section 6 and section 7, all land granted or continued in respect of or annexed to a village office by the State shall be and is hereby resumed, and shall be subject to the payment of land revenue under the provisions of the Code and the rules and orders made thereunder as if it were an unalienated land or ryotwari land.
