.....the corporation may by general or special order determine. 13. No subject which is not connected with the business of the corporation under this Act, the rules, the regulations or the bye-laws shall be raised or allowed to be raised or be included in the agenda of any meeting of the corporation. 14. The Mayor or Deputy Mayor or the members presiding over a meeting shall preserve order thereat and shall have all the powers necessary for the purpose of enforcing his decisions. 15. During a meeting of the corporation, a member,- (i) shall not read any book, newspaper or letter except in connection with the business of the corporation; (ii) shall not interrupt any member while speaking by disorderly expression or noise or in any other disorderly manner; (iii) shall not leave the meeting when the person presiding is addressing the meeting; (iv) shall always address the person presiding; (v) shall maintain silence when not speaking in the meeting; (vi) shall not obstruct proceeding, hiss or interrupt and shall avoid making running commentaries when speeches are being made in the meeting. 16. SECTION 10: ANNUAL REPORT OF ACTIVITIES FINANCED UNDER THE ACT The Central Government shall, as soon as may be, after the end of each financial year, cause to be published in the official Gazette, a report giving an account of its activities financed under this Act during the previous financial year together with a statement of accounts. SECTION 11: POWER TO CALL FOR INFORMATION The Central Government may require a State Government or a local authority 5[or the agency] or an employer to furnish, for the purposes of this Act, such statistical and other information in such form and within such period as may be prescribed. SECTION 12: POWER TO MAKE RULES (1) The Central Government may, by notification in the official Gazette, and subject to the condition of previous publication, makes rules for carrying out the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may be provided for- (a) the manner in which the Fund may be applied for the measures and facilities specified in subsection (1).....

Act 47 of 1977.-The Betwa River Board Act. 1976, was enacted to provide for the establishment of a Board for the creation of a reservoir at Rajghat byconstruction, on behalf of the Governments of Madhya Pradesh and Uttar Pradesh. of a dam on the Betwa river at Rajghat. The Rajghat Dam Project, as then envisaged, was intended to be a project for providing irrigation facilities only. It has since been decided that generation of power should also form an integral part of the project. It is, therefore, proposed to amend the Act to alter the composition of the Board so as to include therein the Union and the Madhya Pradesh and Uttar Pradesh Ministers in charge of Power and amplify the functions of the Board so as to include within the Rajghat Dam Project generation of power also. 2.
