(1) No person shall in any way assist a child to proceed from any recruiting State to Assam, to work in any capacity in a tea estate, unless such child is accompanied by a parent or other adult relative on whom he is a dependent, and no person shall so assist married woman who is living with her husband unless she is so proceeding with the consent her husband.
