THE PONDICHERRY MONTS DE PIETE INSTITUTIONS (ABOLITION) ACT, 1969 (Act No. 4 of 1969) 7th June, 1969 An Act to provide for the abolition of the Monts de Piete Institutions in the Union territory of Pondicherry and for matters connected therewith. Be it enacted by the Legislative Assembly of Pondicherry in the Twentieth Year of the Republic of India as follows :- Short title, extent and commencement:- 1. (1) This Act may be called the Pondicherry Monts de Piete Institutions (Abolition) Act, 1969. (2) It extends to the whole of the Union territory of Pondicherry. (3) It shall come into force on such date as the Government may, by notification in the Official Gazette, appoint. Definitions:- 2. In this Act, "Government" means the Administrator appointed by the President under article 239 of the Constitution. .....

Section 13 Contracts, agreements, etc., to remain suspended The State Government may, if it is satisfied that it is necessary or expedient so to do, direct, by notification, that the operation of all contracts, assurances of property, agreements, settlements, awards, standing orders or other instruments in force in relation to the institution immediately before the appointed day shall remain suspended and all rights, privileges, obligations and liabilities accruing or arising thereunder before the said.....

.....04: POWER TO MAKE RULES The Central Government may, by notification in the Official Gazette, make rules for carrying out the purposes of this Act. SECTION 05: NOTIFICATION UNDER SECTION 3 AND RULES UNDER SECTION 4 TO BE PLACED BEFORE PARLIAMENT Every notification issued under sub-section (2) of section 3-and every rule made under section 4-shall be laid as soon as may be after it is issued or made before each House of Parliament while it is in session for a period of thirty days which may be comprised in one session or3[in two or more successive sessions, and if, before the expiry of the session immediately following the session or the successive sessions aforesaid.] both Houses agree for making any modification in the notification, or as the case may be, in the rules, or both Houses agree that the notification or rule should not be issued or made, the notification or rule shall thereafter have effect only in such modified form or be of no effect, as the case may be, so however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under that notification or rule. (f) of Sub-S (1) of S. 7 of he Factories Act, 1948 (Central Act LXIII of 1948) as manager of the factory; (b) in any industrial establishment under the control of any Department of any State Government in India, the authority appointed by such State Government in this behalf or where no authority is so appointed the head of the department; (c) in any other industrial establishment any person responsible to the owner for the supervision and control of the industrial establishment; (2) "Government" means the State Government of Assam. (3) "Industrial Establishment" means- (a) a factory as defined in Cl.(m) in S. 2 of the Factories Act, 1948 (Central Act LXIII of 1948) or any place which is deemed to be a factory under sub-S.(2) of S.85 of the Act; or (b) a plantation as defined in CI. (i) of S. 2 of the Plantation Labour Act, 1951 (Central Act LXIX of 1951 );or (c) a motor transport undertaking as defined in CI. (g) of S. 2 of the Motor Transport Workers Act, 1961 (Central Act 27 of 1961); (d) a beedi industrial premises as defined in CI. (i) of S. 2.....
