All Regulations and Acts now or hereafter to be in force for the recovery of arrears of land-revenue due to Government, and for recovery of damages by any person wrongfully proceeded against for any such arrears shall apply, with such changes in the forms of procedure as are necessary to make them applicable to the case, to the proceedings against and by such public accountant.

Public accountant" defined For the purposes of sections 1 and 2 of this Act, the expression "public accountant" means any person who as Official Assignee or Trustee, or as sarbarahkar, is entrusted with the receipt, custody or control of any moneys or securities for money, or the management of any lands belonging to any other person or persons, and for the purposes of Sections 4 and 5 of this Act the expression shall also include any person who, by reason of any office held by him in the service of2[the Central Government or the Government or the Government of a3[* *] State], is entrusted with the receipt, custody or control of any moneys or securities for money, or the management of any lands belonging4[to such Government]] _________________________ 1. So much of any law or usage now in force within [ Substituted by Act 3 of 1951, Section 3 and Schedule for ''the territories subject to the Government of the East India Company'.][India ] as inflicts on any person forfeiture of rights or property, or may be held in any way to impair or affect any right of inheritance, by reason of his or her renouncing, or having been excluded from the communion of, any religion , or being deprived of caste, shall cease to be enforced as law [Substitue by Section 3 and Schedule, Substitue by Section 3, for ''in the Courts of the East India Company, and in the Courts established by Royal Charter within the said territories ''.][ in any court ]. The Government, on consideration of the report of the commissioners, may order them to take further evidence, or give further explanation of their opinions. It may also order additional articles of charge to be framed, in which case the inquiry into the truth of such additional articles shall be made in the same manner as is herein directed with respect to the original charges. When special commissioners have been appointed, the Government may also, if it thinks fit, refer the report of the commissioners to the Court or other authority to which the person accused is subordinate, for their opinion on the case; and will finally pass such orders thereon as appear just and consistent with its powers in such cases.
