(3) The Board may pay annually grants-in-aid to a local authority or to an employer who provides to the satisfaction of the Board welfare measures and facilities of the standard specified by the Board for the benefit of the building workers and the members of their family, so, however, that the amount payable as grants-in-aid to any local authority or employer shall not exceed-- (a) the amount spent in providing welfare measures and facilities as determined by the State Government or any person specified by it in this behalf, or (b) such amount as may be prescribed, whichever is less: Provided that no grant-in-aid shall be payable in respect of any such welfare measures and facilities where the amount spent thereon determined as aforesaid is less than the amount prescribed in this behalf. Section 23 - Grants and loans by the Central Government The Central Government may, after due appropriation made by Parliament by law in this behalf, make to a Board grants and loans of such sums of money as the Government may consider necessary. .....Republic of India as follows :- SECTION 01: SHORT TITLE This Act may be called the Provisions of the Panchayats (Extension to the Scheduled Areas) Act, 1996. SECTION 02: DEFINITION In this Act, unless the context otherwise requires, "Scheduled Area" means the Scheduled Areas as referred to in clause (1) of Art. 244 of the Constitution SECTION 03: EXTENSION OF PART IX OF THE CONSTITUTION The provisions of Part 9 of the Constitution relating to Panchayats are hereby extended to the Scheduled Areas subject to such exceptions and modifications as are provided in S. 4. SECTION 04: EXCEPTIONS AND MODIFICATIONS TO PART IX OF THE CONSTITUTION Notwithstanding anything contained under Part 9 of the Constitution, the Legislature of a State shall not make any law under that Part which is inconsistent with any of the following features, namely :- (a) a State legislation on the Panchayats that may be made shall be in consonance with the customary law, social and religious practices and traditional management practices of community resources; (b) a village shall ordinarily consist of a habitation or a group of habitations or a hamlet or a group of hamlets comprising a community and.....
