In section 15A of the principal Act,-- (i) in clause (a), for the words "a penalty not exceeding one lakh and fifty thousand rupees for each such failure", the words "a penalty of one lakh rupees for each day during which such failure continues or one crore rupees, whichever is less" shall be substituted; (ii) in clause (b), for the words "a penalty not exceeding five thousand rupees for every day during which such failure continues", the words "a penalty of one lakh rupees for each day during which such failure continues or one crore rupees, whichever is less" shall be substituted; (iii) in clause (c), for the words "a penalty not exceeding ten thousand rupees for every day during which the failure continues", the words "a penalty of one lakh rupees for each day during which such failure continues or one crore rupees, whichever is less" shall be substituted.

Title: Recovery of Moneys Payable Under Sections 13, 14, 15 and 15a and Disposal of Same when Recovered

(1) All moneys payable under sections 13, 14, 15 and 15A shall be recoverable by the Magistrate of the district in the manner provided by sections 386 and 387 of the Code of Criminal Procedure, 1882 { See now the same sections of the Code of Criminal Procedure, 1898 (Act 5 of 1898) }, (10 of 1882) for the recovery of fines, or by suit in any competent Court. {Sub-section (2) omitted by the A.O.1937.See however, pare.4 of the India and Burma (Transitory Provisions) Order, 1937 } (3) All moneys paid or recovered under section 15A shall be paid by the Magistrate of the district to the persons to whom and in the proportions in which the same are payable under that section.]

After section 15 of the principal Act, the following section shall be inserted, namely:- "15A. (1) No number of the Force shall, without the previous sanction in writing of the Central Government or of the prescribed authority,- (a) be a member of, or be associated in any way with, any trade union, labour union, political association or with any class of trade union, labour unions or political associations; or (b) be a member of, or be associated in any way with, any other society, institution, association or organisation that is not recognised as part of the Force or is not of a purely social, recreational or religious nature; or (c) communicate with the press or publish or cause to be published any book letter or other document except where such communication or publication is in the bone fide discharge of his duties or is of a purely literary, atrictic or scientific character or is of a prescribed nature. Explanation.- If any question arises as to whether any society, institution, association or organisation is of a purely social, recreational or religious nature under clause (b) of this sub-section, the decision of the Central Government thereon shall be final. .....
