THE MADURAI CITY MUNICIPAL CORPORATION ACT, 1971 (TAMIL NADU ACT XV of 1971) THE MADURAI CITY MUNICIPAL CORPORATION ACT, 1971 (TAMIL NADU ACT XV of 1971) An Act to provide for the establishment of Municipal Corporation for the City of Madurai in the State of Tamil Nadu. Be it enacted by the Legislature of the state of Tamil Nadu in the Twenty Second Year of the Republic of India as follows: CHAPTER " I PRELIMINARY 1. SHORT, TITLE, EXTENT AND COMMENCEMENT : (1) This Act may be called The Madurai City Municipal Corporation Act, 1971. NOTES The said Act and the Madras District Municipalities Act, 1920 have very many identical provisions. See 95 L.W. 324. (2) It extends to the City of Madurai (3) It shall be deemed to have come into force on the first day of May, 1971. 2. RULE 02: DEFINITIONS -In these Rules unless there is anything repugnant to the subject context: - (a) 'Act' means the Contempt of Courts Act, 1971 (Act 70 of 1971) ; (b) 'Code' means the Code of Criminal Procedure; (c) 'Form' means the form set out in the appendix to these rules ; (d) 'Member' means a Member, whether 'Judicial' or Administrative' and includes Vice Chairman and Chairman; (e) 'Registrar' means Registrar of the Central Adminsitrative Tribunal or its Benches where the contempt proceedings are taken and shall include Joint Registrar and Deputy Registrar, and the Section Officer authorised to discharge the functions of the Registrar; (f) 'Section' means a section of the Act; (g) 'Tribunal ' means the Central Administrative Tribunal constituted under the Administrative Tribunals Act, 1985 or the Bench thereof, where the proceedings are taken congnizance of; (h) Words and expressions not defined in these rules shall have the same meaning as defined in the Act. Act 2 of 1984.-The Comptroller and Auditor -General's ( Duties, Powers and Conditions of Service ) Act, 1971 was enacted to determine the conditions of services of the Comptroller and Auditor-General and prescribe his duties and powers. The Act was amended in 1976 mainly for the purpose of making the necessary provision for relieving the Comptroller and Auditor-General from the responsibility from compiling accounts. In the light of the changed circumstances and experience gained from the working of the provisions of the Act, it is considered necessary to make certain further amendments. 2, While the provisions as to pension payable to officrs of Government have been modified, the pension payable to the Comptroller and Auditor -General remains the same as fixed in 1971. It is accordingly proposed to provide that subject to a maximum of Rs. 20,400/- per annum, a serving officer appointed as a Comptroller and Auditor-General will be entitled by way of pension to an amount equal to the aggregate of the pension admissible to him in the service to which he belonged by treating his service as Comptroller and Auditor -General as.....

Title: Appropriation of Moneys for Expenditure to the Union Territory of Arunachal Pradesh

Any Act passed by Parliament for the appropriation of any money out of the Consolidated Fund of India to meet the expenditure in respect of any part of the financial year 1971 -72 in, or for the purposes of, the tribal areas of Assam specified in Part B of the Table appended to paragraph 20 of the Sixth Schedule to the Constitution shall, on and from the appointed day, have effect also in relation to the Union territory of Arunachal Pradesh and it shall be lawful for the President to spend any amount in, or for the purposes of, that Union territory out of the amounts authorised by such Act to be expended in, or for the purposes of, the said tribal areas.

(1) A District Council shall, on or before a prescribed day in each year submit to the Administrator an estimate of the income and expenditure of the Council for the next financial year in such form as may be prescribed. (2) The Administrator may, on or before a prescribed day, return the estimate of the Council with or without modifications. (3) When a budget is returned with modifications under sub-section (2), the Council shall consider the proposed modifications, take a decision thereon and report the same to the Administrator. (4) The budget estimate finally adopted by the Council shall be the budget of the District Council. (5) Any subsequent alteration in the budget or reappropriation or transfer of provision within, the estimate shall be made with the approval of the Administrator.
