(3) Every complaint and affidavit under this section as well as any schedule or annexure thereto shall be verified in the manner laid down in the Code of Civil Procedure. 1908 for the verification of pleadings and affi davits respectively. (4) Not less than three copies of the complaints as well as of each of its annexures shall be submitted by the complainant. (5) A complaint which does not. comply with any of the foregoing provisions shall not he entertained. ..... All offence punishable under this Act except Offences under section 17 and 18 shall be cognizable. 22. Saving. Nothing contained in this Act, rules and regulations framed thereunder shall apply to clinical establishment, established mainly by the State Government, Central Government, Defense, Railways and Public Sector Undertaking. 23. Indemnity. (1) No suit, prosecution or other legal proceeding shall lie against any person for anything which is in good faith done or intended to be done in pursuance of this Act or any rules, regula tions or order made thereunder. (2) No suit or other legal proceeding shall lie against the Government for any damage caused or likely to be caused for anything which is in good faith done or intended to be done in pursuance of this Act or any rules, regulations or order made thereunder. 24. Credit of fees and fines. Any fees received or fines paid under this Act and rules framed thereunder shall be credited to the consolidated Fund of the State. 25. Expenses of the Health Authority. All expenses incurred by the Health Authority under this Act and rules made thereunder shall be met out of the Consolidated Fund of the State. .....
