.....of the Governor on the 7th November, 1993 and is hereby published for general information:- Tripura Act No. 7 of 1993 THE TRIPURA PANCHAYATS ACT, 1993 An Act to recognise Panchayats in rural areas of Tripura and to provide for matters connected therewith or incidental thereto. Whereas it is expedient and necessary to replace the present statute relating to Panchayats to bring it in conformity with the purpose, substance and direction of the Constitution (Seventy third) Amendment Act, 1992 which came into force on 24th April, 1993, in general, and, in particular, to endow the Panchayats with functions and powers so as to enable them to function as vibrant institutions of local self-government with greater peoples' participation in managing their own affairs besides imparting certainty, continuity and democratic content and dignity aiming, among other things, at the realisation of economic and social justice. Be it enacted by the Tripura Legislative Assembly in the Forty fourth Year of the Republic of India, as follows :------ PART I Preliminary CHAPTER I Short Title, extent and commencement. 1. Title: Constitution of Grama Panchayats and Standing Committees

.....of the "---Grama Panchayat" and shall have perpetual succession and a common seal, and subject to such restrictions as are imposed by or under this Act or any other enactment, shall be vested with the capacity of suing or being sued in its corporate name, of acquiring, holding and transferring property, moveable or immoveable, whether without or within the limits of the area over which it has authority, of entering into contracts and of doing all things necessary, proper or expedient for the purposes for which it is constituted. Section 7 - Method of voting and procedure for election (1) Every voter shall have as many votes as there are members to be elected for the constituency. Title: Obstructions and Encroachments Upon Public Streets and Open Sites

.....of such removal shall be paid by the person who has caused the said obstruction or encroachment and shall be recoverable as if it were a tax imposed under section 199. (3) Whoever, not being duly authorised in that behalf, removes earth, sand other than sand used for domestic purposes by residents of the panchayat area or other materials from, or makes any encroachment in or upon any open site which is not private property shall, on conviction, be punished with fine which may extend to two hundred rupees, and,- (i) in the case of an encroachment, with further fine which may extend to two rupees for every day on which the encroachment continues after the date of first conviction; (ii) in the case of removal of earth, sand or other material, twice the value of such earth, sand or other material shall also be recoverable as a fine. (4) Nothing contained in this section shall prevent the Grama Panchayat from allowing any temporary occupation of or erection in any public street on occasions of festivals and ceremonies or the piling of fuel in by-streets and sites for not more than four days, and in such manner as not to inconvenience the public or any individual.
