.....(a), for the expression "which shall be composed of the Chairman of the Panchayat Union Council, the Commissioner and one member elected annually by the Panchayat Union Council", the expression "which shall be composed of the Chairman and the Vice-Chairman of the Panchayat Union Council and the Commissioner" shall be substituted. 3. Elected members of Appointment Committees cease to be members.- Notwithstanding anything contained in the principal Act or the Rules made thereunder, the members elected by the Panchayat Union Councils to the Appointments Committees for panchayat unions and holding office as such immediately before the date of commencement of the Tamil Nadu Panchayats (Ninth Amendment) Act, 2008 shall cease to be members of the Appointments Committees on the date of commencement of the Tamil Nadu Panchayats (Ninth Amendment) Act, 2008. Constitution of India Amending Act 9

Title: The Constitution (Eighty-ninth Amendment) Act, 2003

.....2003. (2) It shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint. 2. Amendment of article 338-- In article 338 of the Constitution,-- (a) for the marginal heading, the following marginal heading shall be substituted, namely:-- "National Commission for Scheduled Castes."; (b) for clauses (1) and (2), the following clauses shall be substituted, namely :-- "(1) There shall be a Commission for the Scheduled Castes to be known as the National Commission for the Scheduled Castes. (2) Subject to the provisions of any law made in this behalf by Parliament, the Commission shall consist of a Chairperson, Vice-Chairperson and three other Members and the conditions of service and tenure of office of the Chairperson, Vice-Chairperson and other Members so appointed shall be such as the President may by rule determine."; (c) in clauses (5), (9) and (10), the words "and Scheduled Tribes" wherever they occur, shall be omitted. 3. Insertion of new article 338A After article 338 of the Constitution, the following article shall be inserted, namely:-- National Commission for Scheduled Tribes "338A. (1) There.....

..... sub-rule shall be inserted, namely: -- "(1 A) Notwithstanding anything contained in sub-rule (1), the duty on the goods removed from the factory or the warehouse, in the State of Gujarat, during the second fortnight of February r 2002 and the month of March, 2002 shall be paid by the31st March, 2002: Provided that where an assessee in the State of Gujarat is availing of the exemption under a notification based on the value of clearances in a financial year, the duty on goods cleared during the month of February, 2002 shall be paid by the 31st March, 2002. Explanation. -- For removal of doubts, it is hereby clarified that the duty liability shall be deemed to have been discharged only if the amount payable is credited to the account of the Central Government by the specified date."; (b) after rule 8, the following rule shall be inserted, namely: -- "8A. Manner of payment in respect of specified goods on which excise duty has been imposed with effect from 1st March, 2002.- (1) Notwithstanding anything contained in rule 8, the duty on the goods, specified in the Annexure to this rule, removed from the factory or the warehouse.....

G.S.R. 509 (E), dated the 8th July, 1999 [33/1999-Central Excise, dated the 8th July, 1999] In the said notification, in the opening paragraph, --(i) the following proviso shall be inserted at the end, namely: --"Provided that exemption contained in this notification shall not be applicable to -- .(a) cigarettes falling under Chapter 24 of the First Schedule or the Second Schedule to the Central Excise Tariff Act, 1985 (5 of 1986); and(b) pan masala containing tobacco, falling under sub-heading No. 2106.00 or 2404.49, as the case may be, of the First Schedule or the Second Schedule to the said Central Excise Tariff Act."; 8th July, 1999. In the Ninth Schedule to the Income-tax Act, - (a) for item 4, the following item shall be substituted, namely :- "4. Steel castings and forgings and alloy, malleable and S.G. iron castings."; (b) after item 24 and before the Explanation, the following items shall be inserted, namely :- "25. Carbon and graphite products. 26. Inorganic heavy chemicals (other than soda ash and caustic soda mentioned in items 12 and 13 respectively). 27. Organic heavy chemicals. 28. Synthetic rubber and rubber chemicals (including carbon black). 29. Industrial explosives. 30. Basic drugs. 31. Industrial sewing machines. 32. Finished leather and leather goods (including footwear made wholly or mainly of leather).".
