PRODUCE MARKETS ACT, 1956 PRODUCE MARKETS ACT, 1956 An act to provide, for the better regulation of buying and selling of agricultural produce and the establishment of markets for agricultural produce in the State of Orissa Whereas it is expedient to provide for the better regulation of buying and selling of Agricultural produce in the State Of Orissa and establishment of Markets for agricultural produce. It is hereby enacted by the Legislature of the State of Orissa in the Seventh Year of the Republic of India as follows: Statement of Objects and Reasons- Agricultural producer is at present a victim of the unfair practice and undue exactions of a host of middlemen on whom he has to depend for marketing his surplus produce. It has been estimate that the Agricultural Producer is able to get only 5 to 19 annas in the rupee paid for his produce by the ultimate consumer. Unless the Agricultural Producer is assured of his legitimate share of the price paid by the consumer of his produce it will not be possible to bring about any improvement in the standard of living of the cultivators and sustain the progress achieved in expanding agricultural production. ORISSA WEIGHTS & MEASURES (DELHI REPEAL) ACT, 1958 ORISSA WEIGHTS & MEASURES (DELHI REPEAL) ACT, 1958 An Act to provide for the repeal of the Orissa Weights and Measures Act, 1943, in its application to the Union territory of Delhi. BE it enacted by Parliament in the Ninth Year of the Republic of India as follows:- Statement of Object Under the Orissa Weights and Measures Act, 1943, as extended to Delhi in 1949 by notification, the standard weights and measures in use are based on the "standard seer", "imperial gallon" and the "yard". The Standards of Weights and Measures Act, 1956 (89 of 1956), passed by Parliament provides for the replacement of the "standard seer", "gallon" and "yard", and their multiples and sub-multiples by corresponding metric units. The Central Act, in so far as it relates to units of weight, has already been brought into force in the Union territory of Delhi with effect from 1st October, 1958, by notification under section 1(3) of that Act. At the same time, the continued use of previous standard weights and measures for a period of two years has been permitted by notification under section 14 of that Act. ..... B. Contract Farming 1. Any Individual, Partnership Firm, Company registered under the Companies Act, Co-operative Society or Government Agency can take up contract farming in the State. 2. Every sponsor of contract farming will have to be registered with the local Regulated Market Committee (RMC). 3. There will be a written Agreement between the Contract Farming Sponsor and the Contract Farming Producer (Farmer). The Agreement will contain the terms and conditions and will be in a form which will be specified by the State Government. 4. The Director, Agriculture Marketing will act as the dispute settlement authority between the contract farming producer (farmer) and contract farming sponsor. There shall be a right to appeal before the Secretary to Government, Co-operation Department. 5.
