THE MAHATMA GANDHI ANTARRASHTRIYA HINDI VISHWAVIDYALAYA ACT, 1996 [Act, No. 3 of 1997] [8th January, 1997] PREAMBLE An Act to establish and incorporate a teaching University for the promotion and development of Hindi language and literature, through teaching and research, with a view to enabling Hindi to achieve greater functional efficiency and recognition as a major international language and to provide for matters connected therewith or incidental thereto. THE [1][MAHATMA GANDHI] UNIVERSITY ACT, 1985 THE [1][MAHATMA GANDHI] UNIVERSITY ACT, 1985 (ACT 12 OF 1985) An Act to establish and incorporate a University at Kottayam by the name [2] [Mahatma Gandhi] University . Preamble."WHEREAS it is considered necessary to establish a new teaching and affiliating University in the State to provide for the urgent development of higher education in the areas comprised in the Kottayam, Ernakulam and Idukki revenue districts, the Kuttanad taluk of the Alleppey revenue district and the Kozhencherry, Mallappally, Thiruvalla and Ranni taluks of the Pathanamthitta revenue district of the State; BE it enacted in the Thirty-sixth Year of the Republic of India as follows:- CHAPTER I PRELIMINARY 1. [11th June, 1968] An Act to extend the activities of the Museum at Poona under the name of the Mahatma Phule Vastu Sangrahalaya, Poona, and to make better provision for the management and maintenance thereof. WHEREAS, it is expedient to extend the activities of the Museum now known as the Lord Reay Maharashtra Industrial Museum at Poona, and to rename it as the Mahatma Phule Vastu Sangrahalaya, Poona, and to make better provision for the management and maintenance thereof and to provide for matters connected with the purposes aforesaid; It is hereby enacted in the Nineteenth Year of the Republic of India as follows : PRELIMINARY SECTION 01: SHORT TITLE AND COMMENCEMENT (1) This Act may be called the Mahatma Phule Vastu Sangrahalaya, Poona, Act, 1968, (2) It shall come into force on such ~date as the State Government may, by notification in the Official Gazette, appoint. The Mahatma Gandhi University (Amendment) Act, 2007 Complete Act

Amendment of section 21.- In the Mahatma Gandhi University Act, 1985(12 of 1985) (hereinafter referred to as the principal Act), in section 21, under the heading "Other Members", after item (e), the following items shall be inserted, namely:- "(f) One member of the Legislative Assembly, representing any of the Constituencies within the territorial jurisdiction of the University, nominated by the Government; (g) An eminent jurist who is conversant with University Laws, nominated by the Government; (h) An author or journalist of eminence, nominated by the Government; (i) A research scholar or a post-graduate student of the University, nominated by the Government; (j) The member nominated by the Executive Council of the Kerala State Higher Education Council from among its members.". 3. Repeal and saving.-(1)The Mahatma Gandhi University (Amendment) Ordinance, 2007 (48 of 2007) is hereby repealed. (2) Notwithstanding such repeal, anything done or deemed to have done or any action taken or deemed to have been taken under the principal Act, as amended by the said Ordinance, shall be deemed to have been done or taken under the principal Act, as amended by this.....

(9) Where, the Executive Council does not, within a reasonable time, take action to the satisfaction of the Visitor, the Visitor may, after considering any explanation furnished or representation made by the Executive Council, issue such directions as he may think fit and the Executive Council shall comply with such directions. (10) Without prejudice to the foregoing provisions of this section, the Visitor may, by order in writing, annul any proceeding of the University which is not in conformity with this Act, the Statutes or the Ordinances : Provided that before making any such order, he shall call upon the Registrar to show cause why such an order should not be made, and, if any cause is shown within a reasonable time, he shall consider the same. (11) The Visitor shall have such other powers as may be prescribed by the Statutes. SECTION 10: OFFICERS OF THE UNIVERSITY -The following shall be the officers of the University:- (1) the Chancellor; (2) the Vice-Chancellor; (3) the Pro Vice-Chancellor; (4) the Deans of Schools; (5) the Registrar; (6) the Finance Officer; (7) the Librarian; and (8) such other.....

Title: Establishment of the University

(1) There shall be established a University by the name of "Mahatma Gandhi Antarrashtriya Hindi Vishwavidyalaya". (2) The headquarters of the University shall be at Wardha, (3) The first Chancellor and the first Vice-Chancellor and the first members of the Court, the Executive Council and the Academic Council and all persons who may hereafter become such officers or members, so long as they continue to hold such office or membership, are hereby constituted a body corporate by the name of "Mahatma Gandhi Antarrashtriya Hindi Vishwavidyalaya". (4) The University shall have perpetual succession and a common seal arid shall sue and be sued by the said name.

.....or of an Institution maintained by the University; (l) "Institution" means an academic institution, not being a College, maintained by the University; (m) "recognised Institution" means an institution of higher learning recognised by the University; (n) "Regulations" means the Regulations made by any authority of the University under this Act for the time being in force; (o) "School" means a School of Studies of the University; (p) "Statutes" and "Ordinances" mean, respectively, the Statutes and Ordinances of the University for the time being in force; (q) "teachers of the University" means Professors, Readers, Lecturers and such other persons as may be appointed for imparting instruction or conducting research in the University or in any Institution maintained by the University and are designated as teachers by the Ordinances; (r) "University" means the Mahatma Gandhi Antarrashtriya Hindi Vishwavidyalaya established and incorporated as a University under this Act.

.....Gandhiji University " " Gandhiji University Act" and " Gandhiji University Fund". " (1) References to "Gandhiji University" and "Gandhiji University Act" in any Act or in any rule, notification, proceeding, order, regulation, bye-law or other instrument made or issued under such Act or in any rule or order made or continued in force under the principal Act, shall be construed as references to "Mahatma Gandhi University" and "Mahatma Gandhi University Act" respectively. (2) Any reference to "Gandhiji University Fund" in the Principal Act or in any rule or order made or continued in force under the Principal Act, shall be construed as reference to "Mahatma Gandhi University Fund". 8. Legal proceedings. " Where immediately before the commence ment of this Act any legal proceedings are pending to which the " Gandhiji University " is a party, the " Mahatma Gandhi University " shall be deemed to be substituted for the " Gandhiji University " in those proceedings. 9. Omission of section 96A. "Section 96A of the principal Act shall be omitted. 10. Repeal and saving. " (1) The Gandhiji University (Amend ment and Special Provisions) Ordinance, 1988 (5 of 1988), is hereby repealed. (2).....
