Title: Maintenance of Public Order and Tranquillity

.....attend his Court in person or by pleader, on a specified date and time, and to put in written statements of their respective claims as respects the fact of actual possession of the subject of dispute. (2) For the purposes of this section, the expression "land or water" includes buildings, markets, fisheries, crops or other produce of land, and the rents or profits of any such property. (3) A copy of the order shall be served in the manner provided by the Code for the service of a summons upon such person or persons as the Magistrate may direct, and at least one copy shall be published by being affixed to some conspicuous place at or near the subject of dispute. (4) The Magistrate shall then, without reference to the merits or the claims of any of the parties, to a right to possess the subject of dispute, peruse the statements so put in, hear the parties, receive all such evidence as may be produced by them, take such further evidence, if any as he thanks necessary, and, if possible, decide whether and which of the parties was, at the date of the order made by him under sub-section (1), in possession of the subject of dispute: Provided that if it appears to the Magistrate.....

(2) No order duly made by a Magistrate under this section shall be called in question in any civil Court. .....regulations shall be regarded as confidential and shall not be disclosed to any person or authority unless such disclosure is for the purpose of any action or proceeding under this Act or the regulations or under any other law or unless the Chief Inspector or the Inspector considers such disclosure necessary to ensure the health, safety or welfare of any dock worker. (2) The Chief Inspector or the Inspector shall not disclose the source of any complaint bringing to his notice a defect or breach of any legal provisions and if any visit or inspection is to be made in connection with such a complaint, he shall give no intimation to the employer that the visit is made in consequence of receipt of such a complaint: Provided that the restrictions imposed under this sub-section shall not apply to any case where the complainant himself has expressed his willingness to have the source of the complaint disclosed. (3) If the Chief Inspector or an Inspector or any other person referred to in subsection (1) discloses, contrary to the provisions of this section, any information as aforesaid, he shall he punishable with imprisonment for a term which may extend to one year, or with fine,.....

.....from that district and incorporated in the adjoining plain districts of Nowgong and Sibsagar. But under article 372(1) of the Constitution, all the Acts, Rules, regulations, etc., which applied to these areas proprio vigore or were specifically applied thereto before the commencement if the Constitution with modifications under the Scheduled Districts Act, 1874. or undersection 92 of the Government of India Act, 1935, are in force and will continue to be in force in these areas until altered or repealed. In order to administer these areas under the normal laws in force in the rest of the State of Assam, it is necessary for the appropriate Legislature a pass legislation repealing the laws now in force in these areas and applying to them all such laws as are in force in the respective districts in which they have been incorporated. The Government of Assam have already drawn up a Bill to extend to those areas the laws pertaining to matters in the State List in the Seventh Schedule to the Constitution.
