.....the population pattern. Section 7 - Power to make rules The Government may, by notification in the Official Gazette, make rules for carrying out the purpose of this Act. Section 8 - Power to remove difficulty If any difficulty arises in giving effect to the provisions of this Act, the Government may by order published in the Official Gazette, make provision not inconsistent with the provisions of this Act as appears to be necessary for removing the difficulty. Section 9 - Power to review The Governor shall review the progress made in implementing the provisions of this Act in reflecting the population pattern in the services in Class III and Class IV posts from time to time at least once in every two years and taken appropriate measures accordingly. Section 10 - Repeal and Saving (1) The Assam Districtwise Population Pattern Reflection in Services (Class III and Class IV posts) Ordinance, 1994 is hereby repealed. (2) Notwithstanding such repeal, anything done or any action taken under the ordinance so repealed shall be deemed to have done or taken under the corresponding provisions of this Act. .....urgency, the Commissioner shall be competent to incur expenditure not exceeding five lakhs of rupees in a financial year, notwithstanding the fact that such expenditure has not been included in the annual or Supplementary Budget Estimate approved by the State Government under sub-section (2). (4) The Commissioner shall also have power to reappropriate funds from one unit of expenditure to another unit, subject to a maximum of rupees one lakh at a time.
